The increasing frequency of natural disasters occurring in the Pacific Islands have significant effects on the local populations, infrastructure, and essential services. Compounded by the impacts of climate change, there is a pressing need for immediate responses to strengthen local resilience and empower community-driven preparedness and response actions.
As Pacific island countries and Timor-Leste work to address the growing social and economic impacts of these crises, it is increasingly clear that there is a need to enhance local capabilities and provide support for sustainable humanitarian projects.
The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific-led, multi-partner program supporting 14 Pacific Island countries and Timor- Leste to strengthen disaster preparedness and build resilience by enhancing sovereign capability to procure, store and manage essential supplies (non-food items) in preparation for, and in the event of, a disaster or other event with large-scale or localised humanitarian consequences.
The PHWP is underpinned by three thematic priorities - Gender Equality, Disability and Social Inclusion (GEDSI), Localisation and Greening the Humanitarian System.
Development partners, including Partners in the Blue Pacific (PBP) and France, are collectively funding the program over eight years (2023-2031). Through a hybrid approach, the Pacific Community (SPC) will lead implementation via a PHWP Program Management Office supported by an Infrastructure Specialist Unit (ISU) responsible for developing warehousing infrastructure options that are responsive to the unique context, needs, and challenges of each country.
